Objectives
·
Project offers a
unification methodology for the efforts of
four Central European countries in the quest for standardization and
harmonization of measurement methods used for evaluation of healthcare
performance.
·
Collaborating
countries have a certain volume of data collected for various reasons in the
process of providing health care.
·
Project focus is
on the proper use of these relevant data sources.
Steps
1.
Analysis of the conditions of data sources in the collaborating countries
and their evaluation for use of performance measurement. Detailed analysis of
all measurable facts, their dimensions and their hierarchical levels useful for
analytical evaluation of information contained in the data used
2.
Design of
an information system assuring:

collection and
standardization of data and their import into a relational database (ETL
process - extraction, transforming, loading procedure)
·
functions of an
efficient relational and muldimensional database
·
valid algorithms
and computation for obtaining KPI's (Key Performance Indicators)
·
reporting based
on use of standardised key performance indicators
·
leading to
technological implementation of an information system
Design
of an information system with:
·
import modules
·
relational and
multidimensional database
·
software
implementation of relational multidimensional analysis enabling visualization
of the results
·
reporting
application focused on key indicators
3.
Implementation of information systems in:
·
health care
institutions participating in the pilot study
·
data and
reference center
4.
Full-time system maintenance
5.
Evaluation of the usefulness of the proposed solution for quality
management according
to the principles of the Excellence Model of EFQM or Common assessment
framework
Expected results
·
Reports resulting
from the analysis usable for further dissemination of measurement and
benchmarking methods cutting across the EU countries.

The standardized
dataset enabling measurement and result comparison
·
Production of the
software application usable as an efficient tool for Healthcare of institutional
management based on quality information
·
Production of a
reference dataset of KPI's for all countries collaborating in the project
·
KPI selection and
validated evaluation of their usefulness in the management process
·
Formation of a
multinational multi-institutional framework
·
Training of key
staff responsible for data collection, analysis, presentation and for appropriate use of indicator data. Training
of those responsible within collaborating hospitals for quality and
dissemination and interpretation of information needed to promote discussion
with senior clinicians and managers on the relevant issues around indicator
use.
Goal / target
Instrumented
framework of institutions from various countries focused on the problem of
standardization and unification of performance measurement and on the quest towards healthcare quality, safety,
accessibility and efficiency improvement.
